Project and Consortium

 

The Leadership to Ensure Adequate Nutrition (LEAN) project aims to improve maternal and child nutrition in the remote Chittagong Hill Tracts of Southeastern Bangladesh through a consortium of six partners led by United Purpose (UP). The project aims to break the perpetual cycle of undernutrition in 18 selected Upazilas under the Districts of Rangamati, Bandarban, and Khagrachari in the Chittagong Hill Tracts. The project funded by the European Commission (EC) will work to improve maternal and child nutrition for 282,000 pregnant and lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with local, district and national government to promote nutrition-sensitive governance at all levels. The specific objective of the Project is “to create an enabling environment for improved and sustained pro-poor nutrition security service delivery and awareness will address the institutional determinants of undernutrition in the CHT which include the political and policy framework for nutrition, and the coordination and service delivery structures”.

The LEAN Consortium is led by United Purpose (UP) and consists of technical partners Helvetas Swiss Intercooperation (HSI) and the Global Alliance for Improved Nutrition (GAIN), as well as three implementing partners Caritas Bangladesh (CB), Integrated Development Foundation (IDF) and Jum Foundation (JF).

 

 About the Role

 

The role of the Finance and Admin Officer will be to provide general financial support to the project including but not limited to financial reporting, processing of financial transactions, procurement, logistics, administration and monitoring of expenditure against the budget relevant to the Designated Partner NGO.

 

Key Duties and Responsibilities

 

The Finance and Admin Officer will be responsible for all financial and related administrative matters of the LEAN project under Designated Partner NGO. The successful candidate will report to, and work closely with the Project Manager and Finance Manager of Designated Partner NGO. In addition, the Finance and Admin Officer will develop and strengthen strategies relating to finance across the Designated Partner NGO in collaboration with Project Manager and Finance Manager as per the guidance from LEAN Consortium/Lead Partners. The duties and responsibilities of this position are as follows:

 

Overall purpose:

1.     Ensure all aspects of project financial management and control

2.     Ensure effective and efficient financial and administrative services

3.     Ensure effective financial reporting for Designated Partner NGO, in a timely, accurate, relevant and informative manner

4.     Ensure accurate preparation and maintenance of project financial records for the organisation in accordance with Designated Partner NGO policies and procedures

5.     Effectively carry out of general administration duties of the project.

 

Specific Tasks and Responsibilities:

Finance:

  • Keep and maintain all account records in soft as well as in hard form.
  • Ensure transactions are properly recorded and entered into the Computerized (TALLY) accounting system
  • Responsible for the handling of all project accounts of the organization and settle all matter of banks.
  • Make sure verification of all the accounts record before auditory process.
  • Responsible to submit the financial report to the Project Manager and Finance manager of Designated Partner NGO, review and onwards submission to the HSI/UP.
  • Make sure all the records, accounts and financial transactions are booked before the audit commencement.
  • Liaise with the auditor to produce an annual financial statement
  • Reconcile and acquit grant and funding income
  • Prepare and reconcile bank statements
  • Process supplier invoices and make payments to suppliers
  • Maintain the purchase order system
  • Maintain financial files and records
  • Receive and verify invoices
  • Process and record petty cash transactions
  • Ensure necessary documents for payroll processing

Admin:

  • Manage all internal and external correspondence
  • Record all incoming and out-going letters and documents.
  • Receive advice from the Project Manager on relevant administrative issues of the project
  • Convey all the required instructions and policies of the organization to the staff
  • Monitor administrative aspects of the Upazila office/staff and evaluate discipline and punctuality of the staff to the assigned tasks
  • Ensure the maintenance of attendance and movement register in office and also confirm staff attendance level in the field
  • Responsible to supervise the work related to purchase of furniture, office equipment, supplies, computers, vehicles/motorbikes and miscellaneous according to organization’s procedures
  • Responsible to negotiate services agreements with vendors
  • Looks after administrative affairs of the Office
  • Organise, service and participate in meetings e.g. preparing and distributing agenda and papers, room booking and catering arrangements.
  • Attend meetings as required, and to take the minutes of the meetings in the agreed format to agreed standards
  • Order and collect office stationery and supplies
  • Maintain the assets register

Other

·        Any additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

 

 

Job Requirements

 

Skills:

-        Good command both in English & Bangla

-        Experience on project aspect, Finance & Administration

-        Good networking, communication, negotiation and interpersonal skills

-        Experiences in working with partnership approach

-        Report-writing and presentation skills

-        Good understanding of accounting principles including accrual accounting, reconciliations, general ledger journals

-        Working knowledge with financial systems and controls in an administrative capacity 

-        Able to provide administrative support in a busy and dynamic environment

-        Good working knowledge of financial structure, policies and systems

-        Good computer skills including ability to operate computerized accounting system (TALLY)

-        Good administrative skills, including ability to take minutes.

-        Approachable and able to work with a diverse range of people

-        Ability to work independently and in a team

-        Ability to travel and work in remote areas of CHT

-        Supportive and committed to work for vulnerable groups, Values oriented and Gender sensitive

-        Displays Sensitivity and adaptability on cultural diversity, gender, religion, race, nationality and age

-        Good knowledge on diversity and sensitivity of CHT

-        Preference will be given to the residents of CHT

-        Able to drive Motor Cycle and have valid driving license or in process

-        Working knowledge on any of the major CHT indigenous languages would be an added advantage.

 

 

 

Educational Qualification:

 

Masters in Accounting/Finance or relevant field of study from a reputed recognized University. Chartered Accountant (CA) Course completed from a reputed Chartered Accounting firm will be added value.

 

Work Experience:

 

At least 5 years’ relevant work experience in an Accounts/Finance and Admin function in the field at an appropriate level in reputed development organizations.

 

Salary and Benefits:

Consolidated monthly salary max. BDT 45,000-50,000 will be offered to the potential candidate.
